Toby Picard

Toby Picard is a seasoned civil engineer with extensive experience in roadway design and project management. Currently serving as Assistant Road Design Engineer Administrator at the Louisiana Department Of Transportation and Development since September 2019, Toby previously held the position of Roadway Design Engineer within the same organization from May 2001 to July 2016. Prior experience includes serving as Transportation Engineer and Project Development and Design Lead at Arcadis, focusing on the Louisiana, Mississippi, and Alabama markets from July 2016 to September 2019, as well as a Civil Engineer Intern at Schrickel, Rollins and Associates, Inc. and a Structural Test Lab Engineer Intern at Triumph Aerostructures - Vought Aircraft Division. Toby holds a Bachelor's Degree in Civil Engineering from Louisiana State University, completed in 1996, and graduated from E.D. White Catholic High School in 1990.
