Maavarim Baemek is a joint project of the Ministry of Social Affairs, JDC-Israel, Mifali HaEmek and four regional councils: Jezreel Valley, Megiddo, Zevulun and Me'ayanot Valley. The project was established in order to promote employment and economic development in the rural sector.
The "Maavarim Baemek"​ Center operates through the "Ofek Employment - Maavarim Baemek"​ (AR) association.

Principles of the "Maavarim"​ Project:
- Utilizing the resilience of the population in the rural sector, its human capital and its ability to organize and organize.
- Dealing with the issue of employment of community perception.
- Identifying and empowering strength within the community and creating a constant connection between them and the employment environment.
