Angela Oosthuizen

Angela Oosthuizen is the current CEO at Mackenzie District Council. Angela has also served as the Project Manager, Chief Executive, and Manager of Corporate Services at Buller District Council and Kaikoura District Council. Additionally, they were the Group Internal Audit Manager and System Development Manager at Illovo Sugar Ltd.

Oosthuizen began their career at Illovo Sugar Ltd, where they served as the System Development Manager from August 2003 to February 2007. In this role, they were responsible for leading the development team in designing, coding, testing and implementing new applications for the company. Angela then became the Group Internal Audit Manager from March 2007 to September 2008. In this role, they were responsible for conducting audits of Illovo Sugar Ltd's financial and operational activities.

Oosthuizen left Illovo Sugar Ltd in 2008 to join Buller District Council as the Manager of Corporate Services. Angela held this position from October 2008 to January 2016. In this role, they were responsible for overseeing the council's corporate services, including finance, human resources, information technology, and risk management.

Oosthuizen left Buller District Council in 2016 to join Kaikoura District Council as the Chief Executive. Angela held this position from February 2016 to January 2021. In this role, they were responsible for leading the council through the post 7.8 magnitude earthquake. This involved managing the council's business as new functions incorporating earthquake social and economic recovery, land remediation issues/ natural hazards and infrastructure rebuild. Additionally, they led the council from recovery to Business as New - undertaking a financial and corporate sustainability review. Angela also secured funding for two major capital projects from the PGF ($10.88m).

In February 2021, Oosthuizen became the CEO at Mackenzie District Council.

Angela Oosthuizen has a Masters of Business Leadership (MBL) from the University of South Africa/Universiteit van Suid-Afrika in Strategic Financial Management, an Advanced Financial Accounts, Taxation and Auditing, and NZ Commercial Law from Massey University Distance Learning in Good Academic Standing, and a Post Graduate Certificate in Accountancy from the University of KwaZulu-Natal in Accounting and Finance. Angela also has a Bachelor of Commerce (B.Com.) from the University of KwaZulu-Natal in Accounting, Information Technology.
