Ballard Barker, MPM®, PMP®

Director of Project Management at Magnolia River

Ballard Barker has a diverse work experience spanning over three decades. Ballard has held various leadership and management roles in both the public and private sectors.

In their current role as the Director of Project Management at Magnolia River since January 2023, Ballard leads program and project delivery in utility, oil and gas, pipeline, and water industries. Ballard is responsible for overall project execution and the development of the project management team.

From June 2022 to January 2023, Ballard worked as a Project Director at Stellar Energy, where they led program and project delivery of custom energy solutions. Ballard worked with organizational staff and other stakeholders to plan and execute projects within budget and schedule.

Prior to that, from August 2017 to June 2022, Ballard held multiple roles at APR Energy, including Project Director, Director of Design Engineering, and Manager of Civil & Mechanical Engineering. Ballard led project delivery of specialized power solutions, managed multi-disciplinary teams, and ensured the achievement of project goals.

Before joining APR Energy, Ballard worked at the Federal Aviation Administration as a Resident Engineer from October 2016 to October 2017, where they conducted site surveys and adapted engineering designs for assigned projects.

From February 2016 to October 2016, Ballard served as a Construction Manager at Markon Solutions, working on a $200 million New Embassy Compound Project in Oslo, Norway.

Ballard also has extensive experience in military organizations. Ballard served in the US Navy as the Director of Manpower and Personnel from November 2014 to February 2016. Prior to that, they were the Deputy District Engineer/Deputy Commander at the US Army Corps of Engineers from August 2010 to December 2013.

In addition, Ballard has international experience, having served as a Stability Transition Team Chief in Iraq for the US Army from August 2009 to August 2010 and as an Officer Commanding/Senior Instructor for the Royal Australian Engineers from April 2007 to July 2009.

Ballard's career began in the US Army, where they held various roles from May 1992 to February 2004, including Executive Officer, Brigade Engineer, Division Engineer, and Junior/Mid-Level Manager.

Overall, Ballard Barker brings a wealth of experience in project management, leadership, and engineering to their current role at Magnolia River.

Ballard Barker, MPM®, PMP®, has a strong educational background in civil engineering. Ballard earned their Bachelor of Science (BS) degree in Civil Engineering from the United States Military Academy at West Point, where they attended from 1988 to 1992. Following their undergraduate studies, Ballard pursued further education and obtained a Master of Science (MS) degree in Civil Engineering from the Missouri University of Science and Technology in 1996.

In addition to their academic achievements, Ballard Barker has also obtained several certifications throughout their career. Ballard is a certified Lean Six Sigma White Belt through APR Energy, having completed the certification program in February 2022. In April 2019, they obtained a certification in HOA Board of Directors from Ansbacher Law. Ballard also holds a Federal Acquisition Institute (FAI) FAC-COR certification, which they obtained in January 2017.

Furthermore, Ballard Barker is a Master Project Manager® certified by the AAPM® American Academy of Project Management®, a certification they achieved in May 2013. Ballard also holds a Certificate Level IV in Training and Assessment, which they obtained from the Australian Government in September 2008.

Additionally, Ballard Barker has acquired professional experience as an Intern Engineer with The State University of New York in January 1993. Most recently, they obtained their Project Management Professional (PMP) certification from the Project Management Institute in September 2021.
