Paul Harper

Paul Harper is a Councillor at MAIDSTONE BOROUGH COUNCIL. Prior to that, they were the Director of Finance and Company Secretary at Chatham Paul'storic Dockyard Trust from May 2008 to June 2009. In this role, they were responsible for the Trust's Computing and IT, Finance, Company Secretary and Payroll functions. Paul was also a strategic adviser to the Trust's Chief Executive and Chairman, and Board of Management, and was responsible for the Trust's Efficiency Agenda, Risk Management and Regulatory Compliance. Harper managed a Group structure with 7 companies, including 3 charities.

During their time at Chatham Paul'storic Dockyard Trust, Harper restructured the Group, merging 3 charitable companies. Paul also managed Statutory Service Charge Accounts for over 250 Residential and Commercial Tenants. In the midst of a recession, they prepared a balanced budget involving new developments and revenue cuts. Additionally, they improved financial planning and reporting to Trustees, and designed a comprehensive Risk Management Strategy and Risk Register. Other accomplishments during their time at Chatham Paul'storic Dockyard Trust include negotiating a 10 year Management Agreement for the operation of a New Business Centre, upgrading the Financial system to Great Plains v10, implementing a Value for Money/ Efficiency Agenda including retendering IT support and arranging new Group banking arrangements, moving Commercial Services from deficit to surplus by controlling costs and generating new income, overseeing VAT and other taxation issues including management of Gift Aid, reviewing Cost Centre Structure to ensure it was "fit

Paul Harper studied political economy at the University of Greenwich, where they earned a BA (Hons) degree. Paul also attended Rutlish School.
