Rafael E. Deleon

Director at MainStreet Bank

Rafael E. DeLeon brings extensive experience in finance, regulatory compliance and risk management to the board of MainStreet Bancshares, Inc., which he joined in July 2021.

A veteran regulator with over three decades with the Office of the Comptroller of the Currency, Mr. DeLeon is currently senior vice president of industry engagement for Ncontracts, a provider of integrated risk management and lending compliance solutions for the financial services industry.

Mr. DeLeon retired from the OCC in April 2021 after 32 years, most recently serving as director for banking relations, a role that brought him into steady contact with financial institution executives and directors nationwide. Among his responsibilities, he led and taught OCC’s workshops for community bank directors.

Mr. DeLeon joined the OCC in 1989 as an assistant bank examiner in Austin, Texas. Upon being commissioned as a bank examiner in 1995, he moved to the OCC’s Chicago field office. He has been a consumer compliance examiner, a field office analyst, and a safety and soundness examiner. He has been an examiner-in-charge for community banks and has worked on midsize and large bank examination teams. In 2006, he relocated to the OCC headquarters in Washington, D.C., where he has been highly visible in disciplines including leadership, learning, workplace fairness, and industry relations.

A native of San Antonio, Mr. DeLeon has a lifelong passion for community banks. He recalls accompanying his father to work at a community bank and had his first job while still in high school in the bank’s operations room, comparing signatures on checks to signature cards. He worked on the teller line through high school and college. He is a graduate of St. Mary’s University in San Antonio, where he earned a degree in business education. He subsequently taught business courses in a boy’s college preparatory high school.
