Pat Garcia serves as Chief Compliance Officer and Executive Chair for the Environmental, Social and Governance (ESG) committee at Parker Wellbore, an 87-year-old leader in global oilfield services that is accelerating the energy transition to be future-proofed for tomorrow’s economy. As a senior legal executive with U.S. government and private sector experience, he has a track record of launching new technologies as a key competitive advantage and creating value through mergers and acquisitions (M&A), including integrated M&A due diligence to capture business growth opportunities in international markets and driving post-closing integrations. Pat has advised boards and management teams on allocating capital in pursuit of success, building strategic plans for ESG, improving governance by strengthening internal accounting controls and achieving value creation in risk management through automation. He has led diverse teams that successfully executed on modernizing legacy systems with new technology. Pat has conducted business around the world in more than 60 markets that span Asia, Eurasia, Africa, the Middle East and Europe and led cross-functional teams stationed across the globe. Prior to joining Parker Wellbore, Pat lived in Amsterdam and led teams of legal and technology professionals while serving as Group Compliance Officer for VimpelCom (VEON), a NASDAQ traded and Euronext listed Dutch-domiciled multinational telecommunications company providing integrated services to more than 200 million customers worldwide. He is a former federal prosecutor in the Complex Fraud and Public Corruption Unit within the Western District of Texas, a former Assistant District Attorney in Harris County and a former United States Marine. On various legal topics, Pat has presented at key industry conferences and seminars around the world from London to Moscow.
