Hattie Crosby

Hattie Crosby has over 19 years of work experience in procurement and contracts. Hattie currently serves as the Chief of Procurement and Contracts at Maryland Environmental Service since June 2014. Prior to this, Hattie worked as a Procurement Supervisor at Maryland General Assembly for 8 years, where they managed a Procurement Unit responsible for procuring Information Technology Services and technological equipment. Hattie also provided instruction and training to staff on State of Maryland Procurement Regulations. Hattie's earlier experience includes working as a Procurement Specialist Lead at Maryland Aviation Administration, where they were responsible for procuring construction and construction-related services at Thurgood-Marshall-BWI Airport through competitive sealed bids and proposals from October 2000 to May 2003.

Hattie Crosby has a strong educational background in various fields. In 1979-1983, they obtained a Bachelor's degree in Pre-Law Studies from Michigan State University, and at the same time, they also earned a Bachelor's degree in Criminal Justice and Corrections from Michigan State University's Eli Broad College of Business. Recently, from 2010 to 2025, they attended the Universal Public Purchasing Council, where they earned a Certified Public Procurement Officer degree in Logistics, Materials, and Supply Chain Management. Additionally, from 2021 to 2023, they pursued a Master's degree in Purchasing, Procurement/Acquisitions and Contracts Management from the University of Maryland Global Campus. Hattie Crosby also holds certifications as a Certified Public Procurement Officer from the Universal Public Procurement Council, and as an IT Infrastructure Library ITIL v3, though the institutions and specific details of these certifications are unknown.
