Charles Lubowicki Cem, Cfps

Charles Lubowicki, CEM, serves as the Public Information Officer for FEMA's Urban Search and Rescue Incident Support Team since July 2022. Previously, Charles has held the position of Assistant Fire Chief of Operations with The Town of Greenwich, CT, since December 2021, and has been a Logistics Specialist with the Massachusetts Urban Search and Rescue Team since February 2018. Charles’ extensive experience also includes over 21 years at the Hamden Fire Department, where roles encompassed Assistant Chief, Deputy Emergency Manager, and Training Officer, among others. Academically, Charles holds a Master's degree in Crisis/Emergency/Disaster Management and a Master of Science in Fire/Arson Investigation and Prevention from the University of New Haven, along with a Bachelor of Science in Public Safety Administration from Charter Oak State College.

Massachusetts Task Force 1 (MA-TF 1) is one of 28 DHS/FEMA sponsored Urban Search and Rescue Teams. Sponsored by the City of Beverly, MA the team is comprised of volunteers from all 6 of the New England States. We have deployed to numerous natural and man-made disasters.
