Kaitlyn Connors serves as the Assistant Secretary for Capital at the Executive Office for Administration and Finance (A&F) where she oversees the development and administration of the Commonwealth’s Five-Year Capital Investment Plan (CIP). She works closely with the A&F budget and legal teams, as well as the Treasurer’s Office to manage the Commonwealth’s debt needs and provides strategic guidance on developing policies and legislation related to infrastructure investments and capital finance.
Before joining A&F in 2020, Kaitlyn worked for the City and County of San Francisco in various capacities, including Budget Director of the San Francisco International Airport (SFO) where she directed the planning, development, and administration of the Airport's annual operating budget and Capital Improvement Plan (CIP). Prior to joining SFO, Kaitlyn was the San Francisco Capital Planning Program Deputy Director where she managed the development and approval of the City’s annual capital budget and 10-Year CIP. Before entering the public sector, Kaitlyn worked as an Associate at Standard & Poor’s Ratings Agency within their state and local government group. She also worked as an analyst for Deutsche Bank’s Hedge Fund Credit Risk Management team.
Kaitlyn holds a Bachelor of Arts degree from New York University and a Master of Public Policy degree from the University of California, Berkeley.
