Cheryl Mpande

Cheryl Mpande currently serves as the Director/Senior Counsel for Government Contracts at Mastercard, a position held since July 2025. Prior to this role, Cheryl worked at the Millennium Challenge Corporation as Director/Associate General Counsel for Government Contracts & Fiscal Law from May 2023 to November 2025. Cheryl's experience includes serving as Corporate Counsel at Accenture from September 2019 to May 2023 and as an Attorney Advisor in the Office of the General Counsel at the U.S. Department of Health and Human Services from August 2009 to September 2019, where responsibilities included procurement, fiscal, and information law. Additionally, Cheryl was a Judicial Law Clerk at the US Court of Federal Claims from August 2007 to August 2009 and a Litigation Associate at Holland & Knight LLP from September 2003 to August 2007. Cheryl holds an LLM from Cornell Law School, an LLB from King's College London, and a JD from the Maurice A. Deane School of Law at Hofstra University, and is licensed to practice law in New York.
