Joe Scruggs has a diverse work experience in the telecommunications industry. Joe began their career in 1977 as a Draftsman at Farmers Telephone Cooperative, Inc, where they updated cable schematics and provided blueprint copies to other departments. Joe then worked as a Field Engineer in three rural telephone exchanges, designing outside plant facilities and coordinating cut-overs. In 1988, they joined Southern Bell Telephone as an Outside Plant Facility Engineer, where they designed and rehabilitated outside plant facilities in the Spartanburg exchange.
In 1989, Joe returned to Farmers Telephone Cooperative, Inc as a Design Engineer, collaborating with BellSouth Mobility, Inc. to implement a cellular telephone system. Joe also worked on projects in switching, transmission, and outside plant facilities. In 1992, they became the Sumter District Manager, overseeing major projects such as the implementation of an AM/FM/GIS system and the upgrade of the switching platform. Joe then served as the Chief Engineer from 1993 to 2004, directing the activities of 30+ employees in various projects, including the installation of sonet rings, partitioning of service area, and expansion of fiber optic facilities.
Following their time at Farmers Telephone Cooperative, Inc, Joe joined Hargray Telephone Company as the Chief Engineer from 1998 to 2004. Joe continued to lead projects and manage employees in preparation of outside plant designs, central office additions, and digital loop carrier additions. In 2004, they transitioned to Hargray Communications as the Plant Engineering Manager before joining McCall-Thomas Engineering Company, Inc. in 2007 as a Communications Engineer.
