James C. Callaghan

James C. Callaghan is the current President & CEO at Mental Health Systems. Prior to this, they served as Vice President at Xpera Group from September 2015 to August 2016. Xpera Group is California’s most comprehensive group of construction consultants, real estate advisors, and forensic experts. James was responsible for overseeing all aspects of real estate and facility operations including acquisitions, leases, and development.

Before Xpera Group, James was the President at C & S Professional Services from February 2007 to September 2015. During their time there, they were responsible for developing and implementing an overall five-year strategic real estate/facilities plan. James also has experience working with San Diego and other municipalities and foreign governments to expedite land use approval process. Under James’ leadership, the company successfully managed combined budgets in excess of $500M.

James C. Callaghan attended Pepperdine University and California State University, Long Beach.
