Ian Yue is a Mediator & Program Associate at Meridian Institute. Prior to joining Meridian Institute, Ian Yue served as a Climate Planner / Planner IV at the Delaware Department of Natural Resources and Environmental Control from April 2018 to May 2021. In this role, Ian Yue was responsible for formulating and leading stakeholder engagement efforts for a statewide climate action planning process, integrating public input to the design of climate change preparation strategies. Additionally, Ian Yue oversaw consultants in the formulation and communication of non-technical messaging related to climate change impacts, risks, and responses, ensuring the Department's ability to effectively communicate its work and proposed climate actions to constituents.

In addition to their responsibilities related to climate change, Ian Yue also served as Division lead on a Department-wide environmental justice initiative, promoting equitable opportunities for all Delawareans to participate in statewide planning. As part of this effort, Ian Yue prepared and oversaw the execution of a statewide climate perceptions survey of over 1,500 residents, providing the Department with a statistically representative understanding of Delawareans' views on climate change and support for state climate action. Additionally, Ian Yue led and oversaw the assessment and reporting of priority state-owned locations for electric vehicle charging stations, providing a key knowledge base for future capital investment decisions on electrifying state facilities.

Finally, Ian Yue coordinated the logistics and communications for an 18-person Regulatory Advisory Committee (RAC), enabling the RAC to provide regulatory recommendations governing heavy industrial development in the state's coastal zone. Ian Yue received a M.S. in Agricultural and Resource Economics from the University of Connecticut, a Dual B.S./B.A. in Environmental Studies - Geology, Anthropology from Wheaton College, and a certification from the University of Delaware in Basic Mediation Training (University of Delaware Institute for Public Administration, Conflict Resolution Program). Ian also received a certification from Duke University in Coastal and Marine Spatial Planning – Advancement Training (Nicholas School of the Environment, Executive Education), a Certification from the Association of Climate Change Officers in Certified Climate Change Professional, and a Certification from the Internal Revenue Service in IRS/VITA Tax Law Certification (Advanced, International).
