Duncan Hwang

Duncan Hwang is an accomplished professional currently serving as an Adjunct Professor at Portland State University, where Duncan teaches PA538 Advocacy and Political Participation for Nonprofits. As a Councilor for District 6 at Metro since January 2022, Duncan has also held leadership roles at the Asian Pacific American Network of Oregon (APANO) since May 2013, including Community Development Director and Interim Co-Executive Director. In these positions, Duncan has focused on organizational development, strategic communications, and community economic development, particularly in the areas of transportation, affordable housing, and climate resilience. Prior experience includes roles as a Foreign Attorney at King & Wood, a Business Development Consultant at King & Wood PRC Lawyers, and a Law Clerk with Clackamas County District Attorneys. Duncan holds a J.D. from Lewis & Clark Law School and a BA in Political Science and Asian Cultures from the University of Michigan.
