Terri Preeg Riggsby, MPA, serves as the Executive Director of the Network of Oregon Watershed Councils, providing leadership in organizational capacity building, funding support, legislative advocacy, and workforce development for watershed councils statewide. Riggsby has extensive experience, including roles as a Board Member of Tryon Creek Watershed Council and as Vice President of the Oregon Association of Conservation Districts. Additional responsibilities include representation for Multnomah County on the Metro Policy Advisory Committee and serving as State of Oregon Representative for The National Association of Conservation Districts. Riggsby managed project funding and programming for HAKI Community Organization, focusing on East African immigrants in the Portland area, and previously held managerial roles in political campaigns. Riggsby holds a Graduate Certificate in Sustainable Cities and Communities from Harvard Extension School, an MPA in Natural Resource Management and Policy from Portland State University, and a BA in Journalism and Mass Communication from James Madison University.
