Haytham Ibrahim, P.E. has extensive experience in civil engineering and construction management, currently serving as Construction Manager I for the Metropolitan Council of the Twin Cities since May 2017, overseeing the west side of the Southwest Light Rail Transit project. Prior to this role, Haytham worked as a Contract Administrator for the same project, managing essential aspects such as cost, schedule, and quality. Haytham's career includes significant positions such as Principal Engineer at DFMS Consulting Services, LLC., where site development and environmental compliance were key responsibilities, and Vice President at MN Best Inc., focusing on operations and project management. Earlier roles at Mn/DOT encompassed senior engineering responsibilities in maintenance, construction, and design, alongside irrigation system design at Water in Motion, Inc. Haytham holds a Master of Science in Irrigation Engineering from Utah State University and a Bachelor’s degree in Civil Engineering from Omdurman Islamic University.

The Metropolitan Council is the regional planning organization in the seven-county Twin Cities metropolitan area. We run the regional bus and light-rail system and Northstar commuter rail, collect and treat wastewater, coordinate regional water resources, plan regional parks, and administer funds that provide housing opportunities for low- and moderate-income families. Our board is appointed by and serves at the pleasure of the Governor.
