Samuel Kenney is a seasoned policy analyst and coordinator with extensive experience in housing and community services. Currently serving as the Regional Housing Coordinator at the Metropolitan Washington Council of Governments since December 2024, Samuel previously held the role of Senior Policy Analyst at UnidosUS from June 2022 to January 2025, and at Oregon Housing & Community Services from January 2019 to June 2022. In these positions, Samuel specialized in COVID-19 federal emergency programs, focusing on rental assistance funding, and actively engaged in legislative reporting, intergovernmental partnerships, and data analysis. Samuel’s career also includes program management at Siuslaw National Forest, graduate teaching roles at both the University of Oregon and Kansas State University, and a position as a Fulbright Grantee.
