Metropolitan Water District of Southern California
Jeffrey Armstrong began his service on Eastern MWD’s board of directors in 2023.
He previously worked for the Rancho California Water District for 32 years, including serving as general manager from 2015 until his retirement in December 2020. Prior to his role as general manager, he served as chief financial officer, treasurer and controller.
Armstrong is a longtime resident of Riverside County, where he and his wife have raised six children and has been involved in the community as a coach for Murrieta Youth Soccer and Youth Basketball League.
Armstrong received his master’s degree in business administration from the University of Redlands and a bachelor’s degree in business administration from California State University, Long Beach.

The Metropolitan Water District of Southern California is a cooperative of 26 cities and water agencies serving nearly 19 million people in six counties. The district imports water from the Colorado River and Northern California to supplement local supplies, and helps its members to develop increased water conservation, recycling, storage and other resource-management programs.
