Vice Chairman for Texas at Mexican Entrepreneurs Association

Carlos was born in Mexico, City within a family with legal heritage, considering that his grandfather, father, and two brothers are lawyers too. Since May 2017, he and his family moved to Houston, Texas. He instructed Credit and Titles Operations assignature at the Universidad Iberoamericana for 2 years.

Carlos holds a Bachelors’ degree in Law from Universidad Intercontinental and a Masters’ degree in Liabilities from Universidad Nacional Autónoma de Mexico. In 1998, he joined Santamarina y Steta SC, one of the top 5 legal firms in Mexico, practicing in the corporate and litigation areas of the firm.

In 2002, he was invited to collaborate with Petróleos Mexicanos (Pemex) occupying an important legal position within the company. He was responsible for carrying out bidding procedures and directing awards related to public works, goods and services, and negotiating the principal upstream, midstream, and downstream contracts with Pemex’s suppliers until May 2017. Carlos is a fluent speaker of the English language.
