Kevin Mitchell

MD, Sector Operations & Practice Lead, Senior Director, Program Financial Services at Millennium Challenge Corporation

Kevin Mitchell has more than 30 years of experience in financial management, planning, analysis, and reporting in more than 60 countries globally, with the last 12 years at MCC. Currently, Mr. Mitchell is the PLSD of the Program Financial Services (PFS) practice group, a position he has held since 2015. He ensures that the countries which receive MCC funding have proper financial management systems and organizational structures in place to successfully implement their programs. During his tenure as PLSD, Mr. Mitchell has overseen PFS’ rebranding from Fiscal Accountability as well as an expansion into public financial management, digital financial inclusion, MCA human resources and a host of advisory services.

Before joining MCC, Mr. Mitchell was a Senior Financial Officer at the World Bank in Concessional Finance and Global Partnerships, with a focus on innovative financing mechanisms. At the World Bank, he served as the Project Manager for the Advanced Markets Commitments initiative—a $1.5B public private partnership to introduce pneumococcal vaccines into the developing world.

Prior to his work at the World Bank, Mr. Mitchell was a Senior International Financial Analyst with the American Red Cross in the International Services Department. In this position, he served as financial manager for a portfolio of programs in Europe and Asia across several sectors—food security, maternal and child health, water and sanitation, disaster preparedness, organizational development and financial capacity building.

Mr. Mitchell earned a BBA in Finance from Howard University and an MBA in Finance from the Kogod College of Business Administration at The American University.
