Eugenio Lemes Silvera

Eugenio Lemes Silvera is an accomplished legal professional with extensive experience in public service and private practice. Currently serving as the Head of the Citizen Support Department at the Ministerio de Transporte y Obras Públicas since November 2010, Eugenio focuses on delivering quality service to the public while ensuring staff is motivated and trained. Previous roles include practicing as an attorney at Lemes Silvera Abogados and working in commercial service at ANTEL. Additionally, Eugenio has a strong administrative background from CODESA, where supervision and logistical decision-making were key responsibilities. Eugenio holds a Doctorate in Law and Social Sciences and a degree in Legal Studies from Universidad de la República, along with a certification in Quality Management from UNIT.
