Rocío Baguena Rodríguez

Rocío Baguena Rodríguez currently serves as the Secretary General of Terrestrial Transport at the Ministerio de Transportes y Movilidad Sostenible, a position held since May 2025. Previously, Rocío served in various roles at the Ministerio de Fomento from July 2001 to May 2025, including Director of the Division of Studies and Technology of Transport, Technical Advisor, Area Chief, and Service Chief. Rocío's early career includes a position as Head of the Road Conservation Unit at Grupo Elsamex from July 1997 to July 1999 and as a Project Engineer for roads at Eyser from July 1996 to June 1997. Rocío Baguena Rodríguez holds a degree in Civil Engineering from the Universidad Politécnica de Madrid, earned between 1990 and 1996.
