Jozef Kubinec has a strong background in public procurement and legal expertise. Jozef has served as a Member of an expert group at the European Commission, focusing on research and innovation for security. Prior to that, they held positions at the Ministry of Interior of the Slovak Republic, where they were responsible for Works and ICT Procurement, as well as serving as a Public procurement specialist and Senior Advisor. Jozef also gained experience at the Ministry of Education, Science, Research and Sport of the Slovak Republic as a Public Procurement specialist and Senior Advisor. Earlier in their career, Mr. Kubinec worked at Železničná spoločnosť Cargo Slovakia, a.s., where they were a Team leader for strategic sourcing and public procurement, as well as a Lawyer-consultant for procurement. Jozef began their career as a Company Lawyer at K-Ten Turzovka s.r.o. Overall, they have a proven track record of successfully managing procurement processes and providing legal advice in various organizations.

Jozef Kubinec began their education at Milan Hodža Bilingual Grammar School in Sučany from 1999 to 2005. During this time, they studied subjects such as Slovak Language and Literature, English, Social Studies, and History. Jozef then pursued a degree in Law (Magistr) from Palacký University in Olomouc, completing their studies from 2005 to 2011. Later, in 2018 to 2019, Jozef enrolled in the University of Rome Tor Vergata, where they earned a Master of Science (M.Sc.) with honors in International Master in Public Procurement Management. Jozef's educational journey continued in 2021 to 2022, when they attended WU Executive Academy for the Public Procurement Excellence Programme.
