Saif Alkuwari has a diverse work experience spanning several industries and positions. Saif currently serves as the Director of National Product Competitiveness Support at the Ministry of Commerce and Industry, where they ensure the success and prosperity of local manufacturers and their products. Prior to this, Saif held roles such as Assistant Director of NPCS and International Cooperation Consultant at the same ministry. Saif has also worked as the Deputy Director of Operations at Qatar Museums, Board Member and Treasurer at Qatar Motors and Motorcycles Federation, and Board Member at the Government Liaison Committee for Exhibitions & Events. In terms of their involvement in the tourism sector, Saif served as the Director of PR & Communications and Director of International Relations at the Qatar National Tourism Council. Saif also worked as a Senior First Officer at Qatar Airways and Gulf Helicopters, prioritizing safety and providing comfort to passengers. Additionally, Saif founded Almashrabiya and served as a Captain at Amiri Flight, Qatar. Saif was also a member of the Alumni Board Committee at Hamad Bin Khalifa University.
Saif Alkuwari's education history begins with their time at Qatar Aeronautical College from 1995 to 1997, where they pursued a degree in Aviation with a focus on ATPL/IR. Later, in 2012, they attended HEC Paris for an Executive MBA in Entrepreneurship & Innovation. In the same year, they also pursued an MBA Major in Innovative Management & Entrepreneurial Leadership at Babson College. From 2016 to 2019, Saif Alkuwari studied at Coventry University and obtained a Bachelor of Science degree in Air Transport Management. In terms of additional certifications, Saif Alkuwari has obtained various certifications including a Certified Transformational Coach from Coach Masters Academy in 2020, and certifications in media skills, international negotiation, agile leadership, innovation and change, financial management, international protocol, and vocal placement & elocution from different institutions such as Al Jazeera Media Institute, Harvard University, Duke Corporate Education, and Harvard Business School Executive Education, among others. Additionally, Saif Alkuwari obtained a certification in Human Factors in Aviation from the International Air Transport Association (IATA) in 2013 and a Cisco Certified Network Associate Routing and Switching (CCNA) certification from Cisco in 2004.

As stipulated under Article (12) of Amiri Decree No (16) of 2009, the Ministry of Business and Trade is responsible to: Develop programs necessary to execute policies related to development of business and trade sector, monitor business activity and provide guidelines and directions in line with national development requirements, propose and implement policies and programs that aim at attracting investments, support and develop exports, develop measures and channels used to provide public services to business and investment sector, monitor commercial professional practices, record and register investment and commercial establishments and corporations, issue licenses required to operate, regulate and control local markets, take necessary measures and arrangements to protect consumer and combat commercial fraud, protect competitiveness and prevent monopoly practices, and monitor implementation of policies related to tourism, exhibitions, transportation and telecommunications.
