Jim Kelly serves as the Manager of the Environmental Surveillance & Assessment Section at the Minnesota Department of Health, a role held since June 2010, focusing on protecting public health through program management, policy implementation, and fiscal and personnel administration. Prior to this position, Jim Kelly was a Research Scientist at the Minnesota Department of Health from March 1999 to May 2010. Jim Kelly holds a Master of Science degree in Environmental Health from the University of Minnesota and a Bachelor of Science degree in Environmental Public Health from the University of Wisconsin-Eau Claire.
