Julie Whitcher

Julie Whitcher has extensive experience in civil and environmental engineering, specializing in transportation and rail safety. With a background in program development, weight enforcement, and drainage design, Julie has held various engineering roles at companies such as Minnesota Department of Transportation, URS Corporation, and Passe Engineering Inc. Julie's expertise and guidance have been instrumental in incorporating freight mobility and safety needs into Department standards and technical memorandums. Additionally, Julie has supervised hydrologists, managed projects, and developed highway and drainage designs throughout their career. Julie holds a Bachelor's degree in Civil Engineering and Environmental Engineering from the University of Wisconsin-Platteville.
