Julie Bowen

SVP, Operations & Outreach & Chief Legal Officer at MITRE

Julie Bowen is senior vice president, operations and outreach, and chief legal officer at MITRE. She serves as chief risk officer, driving an integrated enterprise risk management strategy and security assurance. Bowen manages operations including corporate real estate across MITRE’s locations around the nation and globe, and physical security for the company. Bowen directs MITRE’s in-house team that advises company leadership on all legal matters including cybersecurity, international and global presence, intellectual property, human resources, healthcare, real estate, and national security, and leads MITRE’s contracting team. She oversees a strategic engagement team that drives corporate, government, academic and nonprofit relationships, strategic partnerships, licensing, and technology transfer. She also serves as general counsel and corporate secretary to the MITRE Board of Trustees and serves as a board member for MITRE Engenuity, a tech foundation for public good.

Bowen joined MITRE in 2006 as associate general counsel. As part of her duties, she oversaw and directed technology transfer, guiding policies, and practices associated with transferring MITRE-developed technologies to the public sector through patents and licensing. Previously, Bowen held senior positions in the private sector, including chief legal counsel of DHL Global Mail; vice president, general counsel, and secretary of Quadra Med Corporation; and vice president, general counsel and secretary of TREEV, Inc.

Bowen is an active member of industry, academic, and professional groups. She is a director of Wide Point Corp. and advises high-impact technology companies and entrepreneurial ventures. Bowen has also performed pro-bono work for legal aid organizations with a focus on defending the rights of women, children, and the homeless. She speaks frequently on topics that include cyber law, national security, and in-house legal management and development.

A strong supporter of MITRE’s award-winning work-life programs, Bowen is an outdoors enthusiast and especially enjoys hiking in the United States and around the world. She is also an avid indoor cyclist and spins several times a week.

A native of Annapolis, Md., Bowen graduated from The Catholic University of America, where she received her bachelor’s and law degrees. She is admitted to the bars of Maryland, the District of Columbia, and Virginia.
