Dr. William Bryan Higgins is a Lead Behavioral Scientist at MITRE, with over 10 years of experience in technical consulting. They have designed research methodologies and conducted both quantitative and qualitative analyses for various federal agencies, including FEMA, the U.S. Coast Guard, and the Department of Defense.
