Pat represents Momentum as a bioelectricity and magnetic field safety consultant.

J. Patrick Reilly worked at the Johns Hopkins University Applied Physics Laboratory just short of 50 years doing research in various fields including: radar, sonar, auditory acoustics, infrared science, environmental engineering, and bioelectricity.

His enduring area of expertise is bioelectricity. His interest in bioelectricity was sparked at the age of 13 when he discovered how to make an early version of a Taser. That eventually led to a professional career in which he could not only shock people as in early boyhood capers, but get paid for it, write scientific papers, and receive invitations to give lectures at interesting places around the globe.

He was elected Fellow of the Institute of Electrical and Electronic Engineers (IEEE) in 1998 “for furthering the state of knowledge concerning human reactions to electric current and electromagnetic fields, with applications to medical devices, human hazards, and safety standards.” He was principal author of IEEE Standard C95.6-2002. He is author or co-author of over 145 publications, including two books on radar, and three on bioelectric phenomena and electrical safety.

As an advisor to Momentum Dynamics, Pat operates as an independent consultant through Metatec Associates where he performs research and consulting in bioelectric phenomena, bioelectric devices, and electrical safety. He serves as consultant to federal, state, and private agencies concerning exposure to electric currents and electromagnetic fields, including analysis of bioelectric therapy and diagnosis, electrical safety, and forensic science. Pat played a central role in developing the IEEE family of standards for electrical and electromagnetic health and safety standards, including IEEE Standard C95.1 on electromagnetic exposure to workers and the general public (IEEE C95.6), and USFDA guidelines for patients in Magnetic Resonance Imaging. He has chairs the IEEE Mechanisms Working Group on electromagnetic standards and has designed and taught courses on electrical standards and safety.
