Howard Brill has extensive work experience in various roles and industries. Howard served as the Senior Vice President of Population Health Management & Quality at Monroe Plan for Medical Care from 1998. Howard was a Board of Trustees member at Temple Beth David from 2012 to 2019. Additionally, they were the Rochester CS Chapter Chair at IEEE from 2009 to 2011. Howard also served as a member of Monroe County ARES from 2003 to 2010. Prior to that, they were the Senior Director of Physician Management Systems at HCIA from 1995 to 1998.
Howard Brill received their Bachelor of Science degree in Microbiology from Cornell University from 1977 to 1981. Howard then went on to pursue a Ph.D. in Sociology at Binghamton University from 1983 to 1994.

For over 50 years, Monroe Plan for Medical Care, a not-for-profit health care services organization, has been focused on improving the health status of individuals and families who are recipients of government sponsored health insurance. At our inception, Monroe Plan established an Independent Physician Association (IPA) uniquely dedicated to serving government sponsored program recipients. Today, the IPA represents over 12,000 providers in Western NY. Monroe Plan also has a robust and growing Health Home Care Management Agency (CMA) that is contracted with Health Home Hubs Serving 27 counties and close to 3000 members. Our CMA is widely recognized for providing expert and empathetic support to members and positively impacting health care outcomes as a result. Finally, Monroe Plan is the parent company of MP CareSolutions, a Healthcare Management Services Subsidiary. Through MP CareSolutions, we provide services to healthcare companies, large and small, offering expertise in Care Management, Utilization Management, Analytics, Provider Network Operations and more.
