Thomas Luginbill has a diverse work experience in various roles and industries. Thomas is currently serving as the Executive Director of The Pinkney Innovation Complex for Science and Technology at Montgomery College, starting in 2024. Prior to this, they were a Board Member at SAFE NFTs, where they played a crucial role in inventing the SAFE Decentralized API and establishing partnerships with major streaming platforms. From 2022 to 2023, they worked at Aronson as a Senior Business Development Manager, specializing in technology and government contracting. During their time at the University of Maryland from 2019 to 2021, they served as the Specialty Faculty & Director at TechPort, a UAS business incubator and innovation hub. Lastly, from 2016 to 2019, Thomas was the Director & Professor Of Entrepreneur & Innovation Institute (EII) at the College of Southern Maryland, where they received recognition for their contributions to defense technology transfer and social initiatives. Thomas also played a key role in establishing the Velocity Center, a collaborative space for innovation and collaboration between the college, Navy, and the community.

Thomas Luginbill earned a Bachelor of Science degree in Finance from the Alfred Lerner College of Business & Economics at the University of Delaware. Thomas then pursued a Master of Business Administration (M.B.A.) with a focus on Entrepreneurship/Entrepreneurial Studies at the University of Maryland - Robert H. Smith School of Business from 2013 to 2015. Later, from 2017 to 2021, they completed their Doctor of Business Administration in Blue Ocean Strategy & Economic Development at the Florida Institute of Technology.
