David Crow

David Crow is an experienced finance professional currently serving as the Fiscal Projects Manager for the Montgomery County Department of Finance since July 2012. In this role, David established Maryland's first Commercial Property Assessed Clean Energy (C-PACE) program, which has financed over $10 million in projects and earned a 2017 NACo achievement award. David has held various positions within the Department of Finance, including Acting Controller and Chief Operating Officer for the Montgomery County Employee Retirement Plans. David's responsibilities have included managing financial reporting, payroll operations, and overseeing large financial portfolios. Prior experience includes roles as Audit Manager and Senior Associate at CliftonLarsonAllen and Clifton Gunderson LLP, as well as an intern at RS&F and a teller at The Columbia Bank. David holds a Bachelor of Science degree in Accounting from Towson University.
