Judy Costello

Judy Costello is an experienced professional in economic development and business innovation, currently serving as the Special Projects Manager for Business Innovation and Economic Development at Montgomery County Government since April 2021. Prior to this role, Judy was the Managing Director of Economic Development at BioHealth Innovation, Inc., where efforts focused on advancing the biohealth industry across the BioHealth Capital Region. Judy's background includes significant roles at the State of Maryland's Department of Commerce, including Director of the Office of BioHealth & Life Sciences and various leadership positions within the BioMaryland Center. Additional experience includes executive roles at the Business Alliance for Innovation and Entrepreneurship and the Business Alliance of George Mason University, as well as marketing positions at the Fairfax County Economic Development Authority, the National Association of the Deaf, and other organizations. Judy holds an Executive MBA from Loyola University Maryland and a Bachelor of Arts in American Government from Georgetown University.
