Ken Hartman Espada

Assistant Chief Administrative Officer at Montgomery County Government

Ken Hartman Espada has extensive work experience in government and public service. Ken has held various roles with Montgomery County Government, including serving as the Director of Strategic Partnerships in the Office of the County Executive, where they acted as the local legislative liaison and provided advice on legislative and administrative matters. Ken also served as the Director of the Bethesda-Chevy Chase Regional Services Center, where they assessed and facilitated public service delivery and established partnerships with stakeholder organizations. Prior to their time with Montgomery County Government, Espada worked for the City of Rockville as the Community Projects Administrator and as the Chief of Staff for Councilmember Howard Denis. Ken also worked as a Legislative Analyst for Montgomery County Government and as a Project Implementation Coordinator for the City of Rockville. Throughout their career, Espada has demonstrated skills in policy development, budget analysis, community engagement, and constituent services.

Ken Hartman Espada obtained a BA in Government & Politics from the University of Maryland in 1991. Ken later received an MPA degree in Public Administration from Virginia Tech in 2002. In 2017, they obtained a certification as a Certified Public Manager from The George Washington University.
