Esther Chan

Esther Chan is a seasoned professional with extensive experience in policy development and systems management within the healthcare sector in Singapore. Currently serving as Senior Assistant Director at the Agency for Integrated Care since December 2019, Esther leads digital transformation initiatives aimed at enhancing grants administration and advocating for policy changes to improve healthcare financing. Prior roles include Senior Manager of Corporate Planning at Resorts World Sentosa, where strategic project alignment was emphasized, and Senior Manager of Planning at MOH Holdings Pte Ltd, where Esther conceptualized and launched a national telehealth strategy as part of Singapore’s Smart Nation initiative. Earlier career experience also includes fostering innovation in the infocomm sector as an Assistant Manager at the Infocomm Development Authority of Singapore. Esther holds a Master of Commerce from the University of New South Wales and a Bachelor of Commerce from the University of Melbourne.
