Joy Pelfrey started their work experience in 1981 at One Valley Bank, where they worked as an Operations Officer until 1990. Joy then worked as a Charge Nurse at River Park Hospital from 1994 to 1995. Joy joined University Physician and Surgeons-Pediatrics Division in 1995 as a Registered Nurse and Clinic Coordinator until 1997. From 1997 to 2001, they worked as an Advanced Practice Nurse-FNP at University Physicians and Surgeons. Joy then worked at Complete Medical Services as an Advanced Practice Nurse, FNP from 2001 to 2003. Lastly, they worked at Cabell Huntington Hospital, where they held multiple roles including Associate Director of Nursing from 2009 to 2011, Director of Senior Services from 2003, and Vice President and Chief Nursing Officer from 2013.
Joy Pelfrey attended Ceredo-Kenova High School, but the years of attendance were not provided. From 1986 to 1987, they attended the WV School of Banking. Joy then pursued their Bachelor's and Master's degrees in Nursing at Marshall University from 1990 to 1997.
