Francis Otto

Francis Otto has extensive experience in information communication technology and higher education, currently serving as the Director of Information Communication Technology at Mountains of the Moon University since January 2023. Previously, Francis held leadership roles at RUFORUM Network, overseeing the Knowledge Hub Unit and managing the IT Unit, and served as a Senior Higher Education Officer at the National Council for Higher Education. Academic contributions include lectureships at Uganda Christian University and Makerere University, alongside practical roles in the private sector, including positions at Huawei and Orange Uganda. Francis holds a PhD in Computer Science from the University of Reading and multiple relevant degrees, emphasizing significant expertise in IT and education.
