Heather Ricard

Heather Ricard is the Director of Risk Management Services at the Municipal Association of SC. Heather previously served as CFO for RMS at the same organization. Prior to that, Heather worked in accounting at the City of Vacaville. Heather holds a Master of Business Administration from California State University-Sacramento and a Bachelor's degree in Accounting from the University of South Carolina.
