Richard Lockhart has extensive experience in the fire department and emergency management field. Richard began their career as an Assistant Chief/Fire Marshal at the Norristown Fire Department in 1987 and currently serves as the Deputy Chief/Fire Marshal. In this role, they are responsible for fire prevention, administering the fire inspection program, and conducting fire investigations. Additionally, Richard has worked for the Borough of Ambler as an Emergency Management Coordinator and Fire Marshal since 2007. Norristown is governed by a Municipal Council which consists of seven members representing each of the voting districts in the Municipality. There are four districts and three at large seats. The Council directs the activities of the Municipality through the appointed Municipal Manager, who in turn supervises all departments. All council members serve four-year terms, and are eligible for reelection twice. On the first Monday of January in each even numbered year, the Municipal Council conducts a reorganization meeting where they elect a President and Vice President of Council.
