Elena Toscano has a diverse range of work experience. Elena started their career in 1987 as a Teacher, specializing in Reading, and worked in various roles within the Napa Valley Unified School District (NVUSD). Their roles at NVUSD included Dean of Activities, Coordinator of Categorical Programs, Principal, and Administrator of Assessment and Accountability. In 2000, Elena started their own consulting company, ET Consulting, where they worked as an Educational Consultant. In 2005, they returned to NVUSD as the Assistant Superintendent of Instruction. Most recently, in 2018, Elena became the Program Manager for the Napa Valley Adult Education Consortium.

Elena Toscano has an extensive education history. In 1965, they completed their high school education at Ursuline High School in Santa Rosa. Following that, from 1969 to 1973, Elena attended Santa Clara University where they obtained a Bachelor of Arts degree in Humanities. During their time at Santa Clara University, they also participated in a study abroad program at Gonzaga University in Florence in 1971-1972, focusing on Italian language and culture.

After completing their undergraduate studies, Elena pursued a Teaching Credential at San Jose State University from 1974 to 1975, specializing in Education for grades K-9.

Later, from 1995 to 1997, Elena Toscano attended Sonoma State University and received a Master of Education degree in Educational Administration, Credential.
