Blaine Wing, MPA, SHRM-SCP, SPHR has extensive experience in various roles within local government and human resources. Blaine is currently working as the Human Resources Director at the City of Naperville since June 2023. Prior to this, Blaine was in transition and worked as the Interim Village Manager at the Village of Sparta, Michigan for a brief period in early 2023. Before that, they were again in transition and held various positions, including City Manager at the City of Rochester, Michigan from November 2015 to May 2022, and Director of Human Resources at the City of Des Plaines from February 2014 to October 2015. Blaine also served as the Assistant Village Manager at the Village of Oak Brook, Illinois from January 2008 to February 2014, and as the Assistant Administrator at the Village of Cary, Illinois from October 2006 to December 2007. Blaine started their career as an Administrative Assistant/Intern at the City of Battle Creek, Michigan from April 1999 to September 2000, where they played an active role in city-wide community and economic development initiatives. Overall, Blaine brings a diverse range of experience and expertise to their current role as the Human Resources Director at the City of Naperville.

Blaine Wing, MPA, SHRM-SCP, SPHR has a diverse education history. Blaine obtained their Bachelor of Science (BS) and Master of Public Administration (MPA) degrees from Western Michigan University between 1994 and 2000. In 2003 and 2004, they enrolled at Northwestern University, specializing in eMedia. In 2016 and 2017, Blaine attended Leadership Oakland, becoming a member of Class XXVII. In 2017, they earned a certificate from the Business Excellence Course at the Disney Institute. Most recently, in 2021, Blaine completed the High Performance Leadership Master Certificate program at ICMA and Professional Development Academy in the field of Public Administration.

Blaine Wing also holds several certifications in the field of Human Resources. In December 2014, they obtained the Senior Professional in Human Resources® (SPHR®) Certification from HR Certification Institute - HRCI. Additionally, they obtained the SHRM Senior Certified Professional (SHRM-SCP) certification from SHRM in June 2015.
