Richard Shaffer

Strategic Workforce Planning Chief

Richard Shaffer is a seasoned professional with extensive experience in strategic workforce planning and operations research. Currently serving as the Strategic Workforce Planning Chief at NASA since March 2016, Richard manages workforce allocations to meet mission requirements. Prior to NASA, Richard worked as an Operations Research Analyst for the US Army, where responsibilities included providing expert consultation to high-ranking officials and conducting analysis of human capital programs. Notably, Richard received the Superior Civilian Service Award in 2014 for a workforce reduction model. Earlier career experiences include managing software development contracts at AT&T and serving as a Principle Analyst for the Civilian Forecasting System at GRC International. Richard holds a Master of Applied Mathematics from the University of Virginia, along with Bachelor's degrees in Mathematics and Anthropology from the University of Maryland institutions.
