Owen Caine currently serves as the Assistant Vice President of Federal Legislative Affairs at the National Apartment Association since February 2025 and is a Board Member of the League of Minority Voters since September 2024, focusing on advancing minority voters’ rights. Previously, Owen held the position of Vice President of Government Affairs at The Toy Association from October 2021 to January 2025 and founded Impromptu HH, serving as Owner from September 2020 to August 2024. Owen’s earlier roles include Senior Policy Advisor at HillStaffer, LLC, and Special Assistant at the U.S. Consumer Product Safety Commission, where guidance was provided on consumer product safety matters. Additionally, Owen served as Executive Vice President of Government Relations & Public Policy at the Household & Commercial Products Association and directed state government affairs for the Eastern Region at the Toy Industry Association. Owen holds a Master of Public Policy from The George Washington University and a Bachelor of Arts in Political Science from the University of Southern California.
