Sheila Conlon Mentkowski has extensive experience in advocacy and leadership within the deaf and hard of hearing communities. Currently serving as Chair of the Technology Committee for the National Association of the Deaf since 2005, Sheila has been instrumental in discussing technological issues pertinent to deaf individuals. Previous roles include serving on the TDI Board from 2011 to 2019, where Sheila was West Region Board member and Board President. As a Rehabilitation Administrator for the California Department of Rehabilitation from 1994 to 2017, Sheila managed assistive technology and traumatic brain injury policies. Sheila is a lifetime member of Gallaudet University's Alumni Association and has contributed significantly as a founding board member of Deaf Women United. Educational credentials include an MA in Education of the Deaf from Gallaudet University, a BA in English Literature and Art/Art History from Elms College, and a JD from Georgetown University Law Center.

National Association of the Deaf is a non-profit civil rights organization for the deaf and individuals with hearing difficulties in the United States.The organization was shaped by deaf leaders who believed in the rights of the American deaf community to use sign language, congregate on issues important to them, and have its interestsrepresented at the national level. It also carries out its federal advocacy work through coalition efforts with specialized national deaf and hard-of-hearing organizations as well as coalitions representing national cross-disability organizations.National Association of the Deaf was founded in 1880 and is based in Silver Spring, Maryland.
