Prior to this role, Ray held the position of Lieutenant and Project ALERT Program Manager at the Arlington County Police Department from 1973 to 2006, contributing to various criminal investigations in units such as Homicide, Special Victims, Financial Crimes, and Auto Crimes. Ray holds a Master's degree in Criminal Justice from The George Washington University and a Bachelor's degree from The University of Akron.
