Amanda Winters is an experienced professional in higher education policy and program management. Currently serving as Program Director at the National Governors Association since January 2018, Amanda designs and manages a multi-million-dollar portfolio of projects aimed at enhancing state postsecondary policies, including proposal writing and funder relationship management. Prior to this role, Amanda worked as a Senior Policy Analyst and Assistant Director of Academic Affairs at the Illinois Board of Higher Education, where responsibilities included analyzing degree program requests and collaborating with state agencies on policy development. Amanda's earlier experience includes serving as an Academic Program Coordinator at the University of Illinois at Springfield, providing academic advising and coordinating recruitment efforts. Amanda holds a Master’s degree in History and two Bachelor’s degrees, one in Criminal Justice and another in History, from institutions within the University of Illinois system and Missouri University of Science and Technology.

The National Governors Association (NGA)—the bipartisan organization of the nation's governors—promotes visionary state leadership, shares best practices and speaks with a collective voice on national policy. Founded in 1908, the National Governors Association (NGA) is the collective voice of the nation’s governors and one of Washington, D.C.'s most respected public policy organizations. Its members are the governors of the 55 states, territories and commonwealths. NGA provides governors and their senior staff members with services that range from representing states on Capitol Hill and before the Administration on key federal issues to developing and implementing innovative solutions to public policy challenges through the NGA Center for Best Practices. NGA also provides management and technical assistance to both new and incumbent governors.
