Kelly Welsh, Ph.D., serves as the Baldrige Program Manager and E-learning Manager at the National Institute of Standards and Technology (NIST) since January 2017, where notable achievements include receiving the Department of Commerce Bronze Medal Award in 2023 and leading initiatives for the Baldrige Performance Excellence Program. Previous positions include E-Learning Manager at the Peace Corps, where Kelly was recognized for expanding the distance learning system, as well as various roles in training and education at institutions like the University of Houston and San Antonio Community College. Kelly holds a Ph.D. in Behavioral Health from The University of Texas at Austin and an M.S. in Psychology from the University of Texas at San Antonio.
