Tonya Saffer serves as the Chief Policy and Advocacy Officer at the National PACE® Association since October 2025. Previously, Saffer held the position of Division Director for Healthcare Payment Models at the Centers for Medicare & Medicaid Services from October 2022 to October 2025. Experience includes serving as Vice President of Government Affairs and Market Access at Outset Medical, Inc. and Vice President for Health Policy at the National Kidney Foundation. Further involvement in health policy includes roles at the National Health Council, Avalere Health, and Dialysis Patient Citizens. Saffer began their career with an internship at the Office of National Drug Control Policy. Educational credentials include a B.A. in Political Science from Arizona State University and a Master of Public Health in Health Policy from The George Washington University.
