Tracy Locklin

Tracy Locklin has extensive work experience in the legal and education sectors. Starting in 1998, they worked as an Associate at Dow Lohnes PLLC until 2002. Following that, they served as Education Counsel for the U.S. Senate Committee on Health, Education, Labor & Pensions from 2002 to 2005. Tracy then joined Kaplan Higher Education as a Regulatory Counsel from 2005 to 2006. In 2007, Tracy became a Transactional Attorney at Marshall & Lueder, LLC until 2009, when they joined Strayer University as an Associate General Counsel. At Strayer University, they held various positions including Senior Associate General Counsel and Associate Vice President and Senior Associate General Counsel. In 2016, Tracy joined the National Student Clearinghouse, where they worked as an Associate General Counsel until 2021, when they became the Managing Director of Privacy & Government Relations (Chief Privacy Officer).

Tracy Locklin holds a Juris Doctor degree from the University of Virginia, specializing in Law. Tracy also has a Bachelor of Arts degree in History and Government from the same university. Tracy further pursued their education and obtained a Master of Public Policy degree from William & Mary. Tracy has additional certifications including the Certified Information Privacy Professional - United States (CIPP/US) from the International Association of Privacy Professionals. Tracy is licensed to practice law in multiple states, including Virginia, Georgia, and the District of Columbia.
